The Cleveland City Council met yesterday.
Council members discussed Encompass Health, a major in-patient rehab provider, that is planning a 40-bed facility in Cleveland. The council is considering a letter of support for its state application. The Council decided to further discuss the letter at a later meeting.
The council approved updates to the 20-year Urban Growth Boundary plan, with most expansion possibilities in the west and north of Bradley County. The plan was developed by the Bradley County Growth Policy Coordinating Committee appointed by County Mayor Gary Davis.
Along with the urban growth boundary map, the committee also recommended an annexation agreement between Bradley County and the cities of Cleveland and Charleston.
The annexation agreement spells out the actions that can and cannot be used by the cities of Charleston or Cleveland to annex property by referendum. The agreement says the two cities cannot annex outside its urban growth boundary.
The Council also added to the agreement to take in Minnis Road and the portion of Tasso Road affected by annexation and include a hold harmless clause as it relates to the loss of fire tax by the County. The City will essentially agree to reimburse one year of lost fire tax from the portion that is annexed.
The City Council approved the map and the plan, but the measures must also be approved by Bradley County and the City of Charleston.
City Manager Joe Fivas also told Council members about improvements being made at Deer Park. Restroom renovations are planned, including new floors and converting them to single-use facilities. Temporary porta-potties will be provided during the upgrade.
Fivas also reported that progress continues on restoring the historic Cherokee Hotel. Workers discovered original flooring and a 1930's Dr. Pepper advertisement, which will be preserved.
The Council proclaimed March 24 as CHS Blue Raider Wrestling Day, recognizing the boys’ and girls’ teams for their state tournament victories.
The Council declared Lt. Brian Pritchard’s service weapon as surplus property and presented it to him as a gift in honor of his 29 years with the Cleveland Police Department.
The next City Council meeting is set for April 14.
