Cleveland City Council 04-27-26 Work Session

Apr 27, 2026

The Cleveland City Council met yesterday and discussed several items tied to growth, parks and the city’s greenway system.

The Council approved a plan of services for a proposed annexation on Old Freewill Drive. The resolution annexes 82 acres of property. The property is expected to help connect the Candies Creek Greenway into Fletcher Park.

City Manager Joe Fivas said the greenway project would eventually create about five continuous miles of walking area without crossing a road. The plan includes connections between Fletcher Park, Jim Sharp Park, and neighborhoods near Freewill Road.

Council members also discussed ongoing park projects.

The grand opening for Jim Sharp Park is set for Saturday, May 16th at noon.

Tinsley Park is expected to be mostly open before Memorial Day, although the official grand opening will likely be held in the fall after landscaping and irrigation work are complete.

Vice Mayor Ken Webb also reflected on the 15th anniversary of the tornadoes that hit Cleveland and Bradley County, killing nine people. He thanked first responders, utility crews and volunteers for their work during the recovery.

The next Cleveland City Council meeting has been rescheduled from May 11th to May 18th.

The first public hearing and first reading of the fiscal year 2027 budget will also be held during that May 18th meeting.
