Bradley County Commission 11-24-25

Nov 24, 2025

County Mayor Gary Davis announced three resolutions for the next voting session, including a three-year agreement allowing him to contract with Cintas for janitorial supplies for EMS. Two additional non-contiguous annexation agreements are in process and will move to the next work session, then on to a later vote.

Commissioner Mike Hughes reported the Fire Committee has six openings and hopes to have the positions filled by January, with the fire chief preparing a pay proposal ahead of budget season.

Commissioner Louie Alford said the commission may cancel the December 22nd work session due to holiday travel, with a vote coming at the next meeting.

Commissioner Milan Blake honored Josephine Frazier for her longtime service as a hospice volunteer and Bradley Healthcare Board member.

Commissioner Josh Rogers thanked Commissioner Bill Winters for his service in the 7th District. Winters announced last week that he will not seek reelection.

During a public hearing, commissioners reviewed the proposed Bullins Environmental Solutions solid-waste processing facility planned for Glendale Lane in Charleston. The project falls under the Jackson Law and requires local approval.

Commissioners discussed criteria such as traffic impact, noise and odor, zoning compatibility, and economic effects.

The owner explained the facility would primarily operate as a recycling center, with most processes inside the building except for wood products. Tire and chrome recycling are included, and a public gate fee would apply. The project will move to the next voting session.
