Less than a week later, crews responded to another explosion and fire at the facility.<br><br>Bradley County Commissioner Tommy Ledford says repairs and safety changes are expected to take five to six weeks.<br>&nbsp;<br>Bradley County Mayor Gary Davis says the company voluntarily paused operations while safety reviews continue. He said quote “We understand the community’s concerns regarding the recent incidents. We appreciate the company’s willingness to work collaboratively and proactively.”<br><br>The mayor says Amaero is working with the Cleveland Fire Department, Bradley County Emergency Management and other agencies to develop a safer path forward.</div></div></div></div></div></section>]]></content:encoded>

Several additional lawsuits challenging the maps remain pending in federal court.<br><br><br><br>PREVIOUS STORY: Tennessee Governor Bill Lee has signed into law a new U.S. House map that carves up a majority-Black district in Memphis, following approval of a controversial redistricting plan by both the House and Senate Thursday.<br><br>In response, the NAACP Tennessee State Conference filed a lawsuit on Thursday seeking to block the redistricting plan, arguing it unlawfully weakens Black political representation.<br>The organization says the changes threaten fundamental voting rights and democratic fairness.<br><br>“A democracy without Black representation is not a democracy. It is a direct attack on our democracy and our Constitution to dismantle majority-Black districts,” said Kristen Clarke, NAACP General Counsel.<br><br>This challenge sets the stage for a court battle over the state’s redistricting effort and its impact on representation ahead of future elections.<br><br>Here’s a breakdown of how Chattanooga-area lawmakers voted:<br><br>House<br><ul><li>Yes: Reps. Chavez-Revilla was deported to Mexico in 2019 and illegally reentered the U.S.<br><br>Jose Chavez Gonzalez is from Guatemala, with arrests for driving under the influence, disorderly conduct, public intoxication, and resisting arrest.<br><br>Porfirio Velasquez-Moreno is from Honduras. Velasquez-Moreno was issued a final order of removal in 1999 and re-entered the U.S. illegally. He was also arrested for disorderly conduct.<br><br>Maximo Santiz-Perez is from Mexico and was previously deported in 2010. His criminal history includes arrests for several traffic offenses and a conviction for illegal re-entry.<br><br>Aurelio Miguel-Virves is from Guatemala.<br><br>Apolinario Garcia-Hernandez is from Mexico.<br><br>Nicolas Chimil-Celis is from Mexico.<br><br>Eutiquio Ortiz-Escobar is from Mexico.<br><br>The agency says some arrests were considered collateral arrests, meaning the individuals were not the original targets of the operation.</div></div></div></div></div></section>]]></content:encoded>

Officials also note that, in certain situations, hazards identified during inspections could lead to a shutdown via an emergency stop-work order.<br><br>TOSHA says all hazards are evaluated individually to determine whether such an order is necessary. If an emergency stop-work order is issued, employers are entitled to a hearing within 24 hours to challenge the order on its merits.<br><br>On enforcement, TOSHA states that penalties may be issued if violations of the Tennessee Occupational Safety and Health Act or adopted safety standards are found during an inspection.<br><br>The agency also clarifies that while it enforces workplace safety requirements, it does not have the authority to remove facility management or directly mandate new safety protocols beyond existing standards in Tennessee.<br><br>In terms of incident severity, TOSHA does not assign classifications but prioritizes investigations involving fatalities, hospitalizations, or amputations ahead of routine inspections.<br><br>Officials further emphasized that they cannot comment on ongoing inspections or disclose confidential trade secret information obtained during investigations, including details about materials used at facilities under review.<br><br>TOSHA says this incident is part of an ongoing investigation and subsequent events will be incorporated into that investigation.<br><br><br><br>PREVIOUS STORY: The Cleveland Fire Department responded to a small fire at the Amaero Advanced Materials and Manufacturing plant Tuesday.<br><br>A small flash fire occurred as Amaero employees were removing a PVC pipe damaged in a previous incident.<br><br>Employees had the fire under control before first responders arrived and there were no injuries.<br><br>“While they [employees] were trying [and] attempting to remove a PVC pipe, the pipe had a flash fire, and from that, there was still residual product in the pipe, and it's smoldering currently right now, and it'll eventually just go away,” said Troy Spence, director of Bradley County Emergency Management.<br><br>Two employees were injured in an explosion on May 13, and Cleveland Police said emergency crews responded to a small fire at the plant just a few days later, on May 16.<br>The plant will remain closed until experts and first responders deem it safe to resume operations.<br><br>“Unfortunately, the nature of manufacturing is accidents will happen,” said Hank Holland, the company’s chairman and CEO. “We will try to improve our processes and make this facility as safe as possible.”<br><br>Holland praised first responders for their assistance.<br><br>The company manufactures Titanium powder.<br><br>While the business does produce components for submarine systems used by the U.S. Navy, Holland said that side of the business was not involved in today’s incident.<br><br>Efforts to remove damaged PVC piping and replace it with stainless steel material were just a day away from completion, Holland said.<br><br>“[We are] looking to make some changes to the facility to mitigate and minimize any dust hazard damage, which is the primary issue of dealing with titanium powder,” Holland said. “Titanium powder is what we manufacture. A contractor removing some PVC pipe today is when the flare occurred.”<br><br>Local 3 reached out to the Tennessee Occupational Safety and Health Administration (TOSHA) Tuesday afternoon to learn if any investigation will take place. But during a recent update at Hamilton County Mayor Weston Wamp’s State of the County address, Transportation Commissioner Will Reid said the projected cost has increased significantly.</div><br>“To really get what we need to fix that area, we need about $300 million more,” Reid said.<br>Officials say inflation and rising construction costs following the COVID-19 pandemic are driving up the price of major infrastructure projects across the state.<br><br>“When I first started out as a young engineer, the rule of thumb would be $1 million a mile,” Reid said. “As I sit here today, it’s between $20 and $50 million a mile to build a highway project.”<br><br>Despite the growing cost, Reid said TDOT remains committed to completing the project and is exploring several design options to make improvements possible in the constrained corridor, which sits between the Tennessee River, a railroad line and nearby bluffs.<br><br>“We’ve talked about double-decking the interstate,” Reid said. “There’s a lot of things that we’re looking at. Managed lanes or choice lanes is one of those tools that we’re looking at.”<br><br>The commissioner emphasized the project remains part of TDOT’s long-term plans.<br>“I can tell you this project is in our 10-year plan,” Reid said. “It is in the mill and we’re working to deliver them.”<br><br>The project will widen existing travel lanes and shoulders to 12 feet in both directions and will be completed in three separate segments. Officials say the final project cost is not expected to be finalized until next year.<br><br>Construction is currently anticipated to begin in late 2027 or 2028, though an estimated completion date has not yet been announced.<br><br><a href="https://www.tn.gov/tdot/projects/region-2/interstate-24.html" rel="noopener noreferrer" target="_blank">Read more about project details here.&nbsp;</a><br><br><br>PREVIOUS STORY: The Tennessee Department of Transportation (TDOT) has announced plans to widen a congested 10-mile stretch of Interstate 24, with construction expected to begin in 2027.<br><br>The proposed expansion would increase the number of lanes from four to six between Interstate 59 in Dade County, Georgia, and US Highway 27 near downtown Chattanooga.<br>Robbie Hayes with Nashville-based infrastructure firm HNTB says the project is aimed at easing congestion on one of the region’s busiest interstate corridors.<br><br>“We’re trying to help improve congestion,” Hayes said, adding that several bridges along the route have been rated in “fair” or “poor” condition during recent inspections.<br><br>In addition to adding lanes, the project includes widening existing travel lanes and shoulders to 12 feet, and replacing 14 bridges—12 in Tennessee and 2 in Georgia.<br><br>“We would have new guardrail, barrier walls, and retainer walls as needed to meet design standards,” said engineer Justin Eckel.<br><br>The total cost of the project is estimated at $246 million. It will be completed in three segments:<br><br><ul><li>Segment 1:&nbsp;I-59 to the Tennessee state line</li><li>Segment 2:&nbsp;Tennessee state line to Browns Ferry Road</li><li>Segment 3:&nbsp;Browns Ferry Road to US Highway 27</li></ul><br>Chattanooga resident Giselle Palmer, who commutes daily on I-24, says she's hopeful the expansion will help with traffic, particularly near the notorious "bends" approaching downtown.<br><br>“The traffic is basically stopped in those two lanes,” Palmer said. “Another lane could really help alleviate some of that.”<br><br>But not everyone is convinced a wider road will solve the issue long-term.<br><br>Kat Volzer, who supports alternative transit options, says broader solutions are needed.<br><br>“I’m cool if they add another lane—not a big deal—but we need to go back to that multimodal,” Volzer said. “That’s really what’s going to alleviate traffic, especially for those residents in Lookout Valley who want to get to downtown.”<br><br>TDOT officials say several environmental technical studies are planned in the coming months to evaluate the project’s potential impacts.
